Alma Obaeva was born in 1961 – Doctor of Economics, Professor, Academician of the Russian Academy of Natural Sciences.

In 1982, Alma Obaeva graduated from the Alma-Ata Institute of National Economy with a degree in Trade Economics.
In 1982-1992 she studied at the graduate school, defended her Ph.D. thesis and taught at the Alma-Ata Institute of National Economy. In 1996 she defended her doctoral dissertation on the topic “Payment system management” at the St. Petersburg University of Economics and Finance.

In 1993-1995 – Deputy Chief Accountant – Deputy Director of the Accounting Department at the National Bank of the Republic of Kazakhstan. She participated in the accounting reform of the central and commercial banks, then, as the head of the Payment Systems Department, initiated the reform of the payment system in the Republic of Kazakhstan. Since 1995 – Head of the Representative Office of the National Bank of the Republic of Kazakhstan in Russia (Moscow).

In 1998-2002, Alma Obaeva worked at the Bank of Russia, since 2000, she was the head of a section in the Payment Systems and Settlements Department.

In 2002-2007 – Chief Accountant, since 2004 – Deputy Chairman of the Management Board of the commercial bank Moskommertsbank LLC.

In 2007-2013, Alma Obaeva worked at the Bank of Russia as a Deputy Director of the Settlement Regulation Department, where she organized work to modernize payment instruments and improve settlement rules, regulate and develop retail services, and form an oversight of payment systems and payment infrastructure. With her direct participation, the management of the Bank of Russia prepared and approved conceptual materials on the strategy for the development of the national payment system and on the organization of monitoring of payment systems. A.S. Obaeva was the initiator and organizer of work on the formation and preparation for the release of a specialized publication of the Bank of Russia on payment and settlement systems, as well as work to attract international companies to conduct seminars and study the experience of central banks in monitoring payment systems. With her participation, a system of indicators was developed that characterizes the state and development of the Russian payment system and methods for their analysis.

Alma Obaeva is the initiator and one of the developers of Federal Law No. 161 “On the National Payment System”. Also, with the direct participation of Alma Obayeva, the regulatory documents of the Bank of Russia were developed in accordance with the requirements of the law “On the National Payment System”.

Alma Obaeva is a full member of the Russian Academy of Natural Sciences, Doctor of Economics, has more than 50 published scientific papers, including 5 monographs. Conducts scientific and pedagogical activities as a professor at the Financial University under the Government of the Russian Federation, at the Department of World Finance.

Alma Obaeva has awards from the Bank of Russia, the State Duma of the Russian Federation, the Ministry of Education and Science of the Russian Federation.

Alma Obaeva is included in the Expert Council on Legislative Support for the Development of Financial Technologies in the Russian Federation of the State Duma. Also, Alma Obayeva is a member of the working groups of banking associations dealing with Fintech issues.
