Born on June 21, 1978 in Leningrad.

He graduated from St. Petersburg State Marine Technical University with a degree in “system engineer”.

He began his career in public service in 1998 in the Migration Service of St. Petersburg and the Leningrad Region.

In 2000, he moved to the Ministry of Federation Affairs, National and Migration Policy of the Russian Federation, a territorial body in St. Petersburg and the Leningrad Region.

From 2001 to 2010, he worked at the Berkut NPF, first as a system administrator, then as a project manager, lead project manager, department head and director of installations and maintenance.

From March 2010 to October 2012, he held the post of director of the project office, and then Director of Project Management of the Moscow branch of the mobile operator Tele2.

He joined the Ministry of Communications and Mass Media in November 2012 as an adviser to the Minister of the Ministry’s staff.

Since December 2012, he has been the Director of the Department of Informatization Projects.

Married, has a daughter.
